特許庁が「JPO AIビジョン」を策定・公表

2026年7月27日、特許庁は、業務におけるAI活用の基本的な方向性を示す「JPO AIビジョン」を策定・公表しました。これにより、人間中心の原則の下、リスクに適切に対応しながらAI活用を進め、さらに高品質・迅速な行政サービスの提供を目指していくとしています。
特許庁は、1990年の電子出願システム導入以来、30年以上にわたり業務のIT化を進め、2017年からはAI活用に向けた検証にも取り組んできました。今回のビジョンでは、生成AIの急速な進化を、審査をはじめとする行政サービスの品質と効率を大きく向上させる機会と捉えています。
目標として掲げられたのは、①高品質・迅速な行政サービスの提供、②責任あるAI活用、③AI活用エコシステムの基盤強化の3点です。AIによってイノベーションを促進する一方、人間中心の原則を維持し、国内外の関係者と連携しながら活用基盤を整備するとしています。
「AI活用の推進」「人間中心のAI」「リスクへの適切な対応」「ステークホルダーとの連携」「AI活用のための組織作り」という5つのキーコンセプトを提示し、AIの出力については職員が検証し、最終判断を行うことを原則とし、活用プロセスの透明性や説明責任も重視します。
また、出願情報などの機密情報の漏えい防止、想定されるリスクへの事前対応、海外知財庁や制度ユーザー、外部有識者との連携も明記されており、AIを一元的に管理する組織と責任者を置き、職員全体のAIリテラシー向上とAI専門人材の育成を進める方針です。

JPO Formulates and Publishes the "JPO AI Vision"
On July 27, 2026, the Japan Patent Office (JPO) formulated and published the "JPO AI Vision," which sets out the fundamental direction for the use of artificial intelligence (AI) in its operations. Under a human-centered approach, the JPO aims to promote the use of AI while appropriately addressing associated risks, with the goal of providing higher-quality and more efficient administrative services.
Since introducing its electronic filing system in 1990, the JPO has continuously advanced the digitalization of its operations for more than three decades. Since 2017, it has also conducted verification studies on the application of AI. In the new vision, the JPO recognizes the rapid evolution of generative AI as a significant opportunity to enhance both the quality and efficiency of administrative services, including patent examination.
The Vision identifies three primary objectives:

Providing high-quality and timely administrative services;
Promoting the responsible use of AI; and
Strengthening the foundations of the AI utilization ecosystem.

While leveraging AI to promote innovation, the JPO emphasizes maintaining a human-centered approach and building a robust AI ecosystem through collaboration with domestic and international stakeholders.
The Vision is built around five key concepts:

Promoting AI utilization;
Human-centered AI;
Appropriate management of AI-related risks;
Collaboration with stakeholders; and
Building an organization capable of effectively utilizing AI.

As a fundamental principle, AI-generated outputs will always be reviewed and verified by JPO staff, with final decisions remaining the responsibility of human officials. The Vision also emphasizes transparency in AI utilization processes and accountability for administrative decisions.
In addition, the Vision addresses measures to prevent the leakage of confidential information, including patent application data, proactive management of foreseeable AI-related risks, and collaboration with overseas intellectual property offices, users of the IP system, and external experts. The JPO also plans to establish a centralized AI governance structure with designated responsible personnel while enhancing AI literacy across its workforce and cultivating AI specialists.
