2026年5月に合意されたEU AI法（AI Act）の修正案「AI Omnibus」の最大のポイントは、高リスクAIに対する規制適用時期の延期で、独立型AIは2027年12月、製品組み込み型AIは2028年8月へと期限が後ろ倒しされました。一方で、性的ディープフェイクや児童虐待コンテンツ生成の禁止といった人権保護に関わる規制は強化され、2026年12月から早期に適用されます。また、産業機械分野における二重規制の解消や、中堅企業向けの負担軽減措置が導入されるなど、欧州の産業競争力を維持するための柔軟な調整が行われています。
日本企業にとっては準備期間の猶予が生まれたことになりますが、域外適用の原則や罰則規定に変更はないため、法務・技術両面での継続的なガバナンス体制の構築が求められています。

The “AI Omnibus” Amendment to the EU AI Act
The most significant aspect of the “AI Omnibus” amendment to the EU AI Act, agreed upon in May 2026, is the postponement of the application deadlines for high-risk AI regulations. The compliance deadline for standalone AI systems has been pushed back to December 2027, while the deadline for AI embedded in products has been deferred to August 2028.
At the same time, regulations related to the protection of fundamental human rights have been strengthened, including bans on the generation of sexual deepfakes and child sexual abuse content, with these provisions set to take effect early, from December 2026. In addition, flexible adjustments have been introduced to maintain Europe’s industrial competitiveness, such as eliminating overlapping regulations in the industrial machinery sector and easing compliance burdens for mid-sized companies.
For Japanese companies, this creates additional preparation time. However, since there have been no changes to the principles of extraterritorial application or to penalty provisions, companies are still required to establish continuous governance frameworks covering both legal and technical aspects.
