ＡＩ政策の現状と制度課題へＡＩ制度研究会始動

8月2日に、ＡＩ戦略会議（第11回）・ＡＩ制度研究会（第1回）が合同開催されました。
会議では、ＡＩ政策の現状と制度課題について議論が行われましたが、最後の岸田総理のまとめに述べた4点でしょう。
１つ目は、リスク対応とイノベーション促進の両立。ガイドラインをベースとしつつ、リスクの大きさに応じて対策を講じ、ＡＩの安全性を確保する必要がある。
２点目は、技術・ビジネスの変化の速さに対応できる柔軟な制度の設計。
３点目は、国際的な相互運用性、国際的な指針への準拠。
４点目は、政府によるＡＩの適正な調達と利用。
内閣府の資料は、AI政策の現状と制度課題に関する包括的な内容をまとめており、国内外の取り組み、リスク対応、AI事業者ガイドライン、AI制度の在り方について詳述しています。欧米の「ソフトローとハードローの組合せ」に対し、基本的な考え方:は、アジャイルでフレキシブルなガイドラインの活用で対応するとの考えですが、規制対象となる行為、規制の手法、規制の強度、基準などリスクに応じた法規制の検討も進めるということです。

Current Status of AI Policy and System Issues: AI System Research Group Launch
 
On August 2, the AI Strategy Council (11th meeting) and the AI System Research Group (1st meeting) were jointly held. The meeting discussed the current status of AI policy and system issues, with Prime Minister Kishida summarizing four main points:

1. Balancing risk management and promoting innovation: While using guidelines as a base, it is necessary to take measures according to the magnitude of the risks to ensure the safety of AI.
2. Designing a flexible system that can respond to the rapid changes in technology and business.
3. Ensuring international interoperability and adherence to international guidelines.
4. Proper procurement and use of AI by the government.

The Cabinet Office's materials provide a comprehensive overview of the current status of AI policy and system issues, detailing domestic and international efforts, risk responses, guidelines for AI operators, and the ideal AI system. In contrast to the combination of "soft law and hard law" in Europe and the United States, the basic approach is to respond with agile and flexible guidelines. However, it also considers legal regulations corresponding to risks, including the activities to be regulated, regulatory methods, regulatory intensity, and standards.
