A Comparison of Government AI Platforms in Japan and France
In his article, “Why Is the French Government Using DeepSeek So Extensively? A Third Way of Approaching AI, as Seen in a Country ‘Skeptical of Technology,’” Takahiro Anno (AI engineer, entrepreneur, and member of Japan’s House of Councillors) provides a detailed account of his visit to France and the perspectives on AI he explored there. He explains his motivation as follows:
“The United States and China are at the forefront of AI. However, the circumstances of these two countries are vastly different from Japan’s, and, frankly, neither serves as a useful model for Japan. Japan cannot emulate what the United States and China are doing. Against this backdrop, I had been thinking that there might be much to learn from France.”
I have used generative AI to compare and analyze the design philosophies, technical architectures, and strategies for AI sovereignty behind Gennai and Albert API, the government-led AI platforms in Japan and France, respectively. Please see the resulting analysis.
