Led by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) and the Japan Science and Technology Agency (JST), the initiative brings together around 500 experts from industry, academia, and government to urgently establish 3D heterogeneous integration technologies that can overcome the limits of conventional semiconductor miniaturization. One notable feature of this project is that, drawing lessons from past failures, it emphasizes a strategy of connecting research outcomes directly to an industrial ecosystem, including mass-production lines and international standardization, rather than allowing them to remain merely as academic papers. While NVIDIA in the United States and TSMC in Taiwan dominate the market, Japan is seeking opportunities in application-specific fields such as robotics and healthcare by leveraging its strengths in low-power-consumption technologies. From the perspective of economic security as well, Japan aims to build the technological foundation that will support an autonomous physical AI society by investing substantial funding through GX Economic Transition Bonds.
