At present, the rate of AI adoption among Japanese companies remains low compared with other countries. In particular, delays among small and medium-sized enterprises, insufficient commitment from top management, and the so-called “three shortages” of data, human resources, and organizational readiness have been identified as serious barriers.
In response, the Japanese government has set forth an ambitious national strategy in the Intellectual Property Promotion Plan 2025 to raise the effective AI utilization rate of domestic companies to nearly 100%. To this end, it is advancing a range of measures, including the establishment of a legal framework through the enactment of the “AI Act,” support for adoption via catalog-type subsidy programs, and initiatives such as “Project GENNAI,” under which government agencies themselves actively use generative AI.
Going beyond the mere dissemination of tools, the strategy emphasizes that the success or failure of establishing AI as a form of social infrastructure—an “IP Transformation”—will determine Japan’s future competitiveness.
