It has become a “strategic asset” that can determine a nation’s competitiveness and economic security. An article entitled “Putting IP Strategy into Practice through Growth Investment to Realize an ‘IP-Rich Nation,’” written by Osamu Kikuchi, Chairman of the Intellectual Property and Intangible Asset Governance Association, and published in the June 2026 issue of the monthly magazine Hatsumei (Invention), examines the “17 strategic fields” identified in the Japanese government’s growth strategy. Drawing on data, the article analyzes China’s patent strategy as the country rapidly strengthens its presence in fields such as generative AI, semiconductors, robotics, space, quantum technology, and pharmaceuticals. It also examines Japan’s current position, where concerns are growing over declining competitiveness in terms of both the number of patent applications and the value of its patents. The article further argues that, to translate public- and private-sector growth investment into genuine industrial competitiveness, Japan must incorporate IP landscape analysis into its investment roadmaps and take an integrated approach to managing confidential information, building robust patent portfolios, and addressing risks associated with patents held in other countries. As China shifts the focus of its intellectual property policy from “quantity” to “quality,” how should Japan protect and nurture its technologies and transform them into the ability to generate earnings in global markets?
