経済安全保障経営ガイドライン

2026年1月23日、経済産業省は、企業が経済安全保障対応を進めていく中で、経済安全保障上のリスクに起因する損失を中長期的に抑え、企業価値の維持・向上も見据えた経営戦略を考える上の推奨事項として「経済安全保障経営ガイドライン（第1版）」を取りまとめました。
ガイドラインの対象範囲については、外為法や経済安全保障推進法などの国内法令の遵守のみでは対応が困難なリスクに焦点を当てており、以下の3点を柱として取り組むべき範囲を定めています。
自律性確保：サプライチェーン強靭化等により、いかなる状況でも製品・サービスを安定供給できる体制を構築する。
不可欠性確保：絶え間ないイノベーションと技術流出防止により、国際社会にとって代えの利かない存在となる。
ガバナンス強化：これらを実行し、リスクと機会を特定・制御するための機動的な組織体制を整備する。
このガイドラインに関して、生成AIに深掘りさせました。さらに、結果をNotebookLMでインフォグラフィック、スライド資料にさせました。

Economic Security Management Guidelines
On January 23, 2026, the Ministry of Economy, Trade and Industry (METI) compiled and released the Economic Security Management Guidelines (First Edition) as a set of recommended practices to help companies formulate management strategies that both suppress, over the medium to long term, losses arising from economic security risks and contribute to the maintenance and enhancement of corporate value, as they advance their responses to economic security issues.
With regard to the scope of application, the Guidelines focus on risks that are difficult to address solely through compliance with domestic laws and regulations such as the Foreign Exchange and Foreign Trade Act and the Economic Security Promotion Act. They define the areas to be addressed based on the following three core pillars:

Ensuring Autonomy: Building systems that enable the stable supply of products and services under any circumstances, including through the strengthening of supply chain resilience.
Ensuring Indispensability: Becoming an irreplaceable presence for the international community through continuous innovation and the prevention of technology leakage.
Strengthening Governance: Establishing agile organizational structures capable of implementing these measures and identifying and managing risks and opportunities.
