第２８回新しい資本主義実現会議

６月７日、第２８回新しい資本主義実現会議が開催されました。会議では、新しい資本主義２０２４年改訂版案の決定について議論が行われました。
　ポイントは、下記のようです。
　第１に、中小・小規模企業で働く労働者の賃上げ
　第２に、三位一体の労働市場改革の早期実行
　第３に、企業の参入・退出の円滑化
　第４に、コンテンツ産業活性化戦略
　第５に、国内投資の推進
　第６に、ＧＸ（グリーン・トランスフォーメーション）国家戦略策定
　第７に、資産運用立国を推進
　今月下旬に、新しい資本主義２０２４年改訂版が閣議決定されるということです。
 
AIに関しては、下記のように書かれています。
AIの開発や利用が社会課題の解決や日本の競争力向上に直結する可能性があるため、AIのリスクを抑えつつ、安全・安心な環境でイノベーションを加速する必要がある。日本は広島AIプロセスなどを通じて国際的なリーダーシップを発揮していく方針。
１. AIのイノベーションとAIによるイノベーションの加速

• 研究開発力の強化:
  • 計算資源の整備、モデルの高効率化・高精度化、マルチモーダル化、リスク低減化の研究開発。
  • 質の高い日本語データと産業競争力を有するデータの整備・拡充。
  • 革新的技術を有するスタートアップの支援。
  • 医療、創薬、マテリアル分野でのAI for Scienceの強化、労働力不足解消やGXに資するAIロボット等の研究開発・実装。
  • 「富岳」の次世代となる新フラッグシップシステムの開発・整備。
• AI利活用の推進:
  • 「ChatGPT等の生成AIの業務利用に関する申合せ（第２版）」の推進。
  • 各産業分野におけるAI利活用促進。
  • 個人情報保護法、著作権法などの制度運用の明確化。
• インフラの高度化:
  • データセンターの大規模化・分散化と省電力化、6Gネットワークシステムの高度化、AI半導体等のキーデバイスの実現に向けた研究開発。
  • AIインフラへの民間投資の拡大。
• 人材の育成・確保:
  • AIスキルの習得、AIリテラシー向上のための教育コンテンツの充実。
  • 若手研究者や博士後期課程学生の研究費や生活費支援。

２. 安全・安心の確保

• AIの安全性に関する制度の検討:
  • AI事業者ガイドラインの周知・浸透。
  • AI制度研究会（仮称）で制度の在り方の検討。
• AIの安全性に関する知見の集約:
  • AIセーフティ・インスティテュート（AISI）を中心とした知見の集約と専門人材の育成・確保。
• 偽・誤情報への対策:
  • ネット上の偽・誤情報やSNS上の偽広告への対応。
  • 技術・研究開発の推進、民間主体のファクトチェック、国際連携強化。

３. 国際的な連携・協調の推進

• 広島AIプロセス:
  • 国際的な取り組みの主導、アジア諸国やグローバル・サウスとの協調。
  • 広島AIプロセス・フレンズグループを活用したアウトリーチ。
  • AISIの国際的ネットワークによるAIの安全性方策検討。

The 28th Meeting for the Realization of New Capitalism
 
On June 7, the 28th Meeting for the Realization of New Capitalism was held. The meeting discussed the decision on the 2024 revised version of the New Capitalism plan. The key points are as follows:

1. Wage increases for workers in small and medium-sized enterprises.
2. Early implementation of labor market reforms in a trinity approach.
3. Facilitation of corporate entry and exit.
4. Strategies to revitalize the content industry.
5. Promotion of domestic investment.
6. Formulation of a national strategy for Green Transformation (GX).
7. Promotion of asset management as a national policy.

The 2024 revised version of New Capitalism is expected to be approved by the Cabinet later this month.
 
Regarding AI, the document states the following:
AI development and utilization have the potential to directly address societal challenges and enhance Japan's competitiveness. Therefore, it is necessary to accelerate innovation in a safe and secure environment while mitigating AI-related risks. Japan aims to demonstrate international leadership through initiatives like the Hiroshima AI Process.
1. Acceleration of AI Innovation and Innovation through AI

• Strengthening R&D capabilities:
  • Improvement of computational resources, development of high-efficiency and high-accuracy models, multimodal processing, and risk reduction.
  • Enhancement and expansion of high-quality Japanese data and data in sectors with industrial competitiveness.
  • Support for startups with innovative technologies.
  • Strengthening AI for Science in medical, pharmaceutical, and material fields, addressing labor shortages, and developing and implementing AI robots contributing to GX.
  • Development and establishment of a new flagship system succeeding the "Fugaku" supercomputer.
• Promotion of AI Utilization:
  • Advancement of the "Guidelines for Business Use of Generative AI like ChatGPT (2nd Edition)."
  • Promotion of AI utilization in various industrial sectors.
  • Clarification of operational aspects of relevant laws, such as the Personal Information Protection Law and Copyright Law.
• Enhancement of Infrastructure:
  • Expansion and decentralization of data centers, improvement of energy efficiency, advancement of 6G network systems, and development of key devices like AI semiconductors.
  • Expansion of private investment in AI infrastructure.
• Human Resource Development and Securing:
  • Enhancement and dissemination of educational content for acquiring AI skills and improving AI literacy.
  • Financial support for young researchers and doctoral students involved in AI development.

2. Ensuring Safety and Security

• Examination of AI Safety Regulations:
  • Promotion and dissemination of the AI Business Operator Guidelines.
  • Examination of appropriate regulatory frameworks through the AI System Study Group (tentative name).
• Aggregation of Knowledge on AI Safety:
  • AI Safety Institute (AISI) to serve as a central body for aggregating advanced technical knowledge and nurturing specialized human resources.
• Countermeasures Against Misinformation:
  • Addressing misinformation and fake ads on social media, including those generated by AI.
  • Promotion of technology and R&D, private-sector-led fact-checking, and strengthening international cooperation.

3. Promotion of International Cooperation

• Hiroshima AI Process:
  • Leading international efforts to achieve safe, secure, and trustworthy AI, in cooperation with Asian countries and the Global South.
  • Utilizing the Hiroshima AI Process Friends Group for outreach beyond the G7.
  • Developing measures for AI safety through AISI's international network.
