2026年「AI事業者ガイドライン」改訂はAI利用者に影響大

2026年3月、総務省・経済産業省）は「AI事業者ガイドライン（第1.2版）」を公開する予定です。今回の改訂では、従来のAIからさらに進化した「AIエージェント（自律的にタスクを遂行するAI）」や「フィジカルAI（ロボットなど物理的な動きを伴うAI）」が初めて規制対象に加えられたことが最大の特徴です。AI開発企業だけでなく「AI利用者（企業・組織）」にもかなり大きな影響が出る可能性があります。
この2026年の「AI事業者ガイドライン」改訂について、生成AIに深掘りさせました。

The 2026 Revision of the “AI Business Operator Guidelines” May Have a Major Impact on AI Users
In March 2026, Japan’s Ministry of Internal Affairs and Communications (MIC) and Ministry of Economy, Trade and Industry (METI) plan to release the “AI Business Operator Guidelines (Version 1.2).”
The most notable feature of this revision is that it newly includes “AI agents” (AI that autonomously performs tasks) and “physical AI” (AI that involves physical actions such as robots) as regulatory targets—technologies that represent a further evolution beyond conventional AI.
As a result, the revision could have a significant impact not only on AI developers, but also on AI users (companies and organizations).
