日本のAI：OpenAIの経済ブループリント

OpenAIは2025年10月22日、日本のAIの潜在力を最大限に引き出すための政策フレームワーク「日本のAI：Open AIの経済ブループリント」を発表しました。2024年4月に設立されたOpenAI Japanの本格的な活動を示す最初の主要な政策提言です。これは米国で同年1月に公表されたブループリントの日本版と位置づけられており、日本の政策立案者、産業界、学術界との連携を深めることを目的としています
この内容、および、日本国内外の反応・評判・評価等を調べて詳細にまとめるよう生成AIに指示しました。

AI in Japan: OpenAI’s Economic Blueprint
On October 22, 2025, OpenAI released a policy framework titled AI in Japan: OpenAI’s Economic Blueprint aimed at unlocking Japan’s AI potential. This marks the first major policy proposal from OpenAI Japan (established in April 2024) as it begins full-scale operations. The document is positioned as the Japanese version of the U.S. blueprint published earlier this year, and it seeks to deepen collaboration with Japanese policymakers, industry, and academia.
I asked a generative-AI tool to investigate and compile in detail the contents of this blueprint, as well as domestic and international reactions, reputation and evaluations.
