日本政府が策定した初の国家戦略「AI基本計画」

2025年12月19日、人工知能戦略本部は、AIの活用や開発に関する政府の方針となる初の基本計画をとりまとめました。
この計画は、「信頼できるAIによる日本再起」を掲げ、遅れをとる日本のデジタル競争力を官民連携で立て直すための包括的な指針を示しています。
主な施策には、1兆円規模の投資による国産AI基盤モデルの開発や、ロボット技術と融合した「フィジカルAI」の社会実装、さらには安全性評価機関の強化などが含まれています。
国民の生成AI利用率を8割まで引き上げる野心的な目標を掲げる一方で、米中との圧倒的な投資格差や人材不足といった実効性への課題も浮き彫りになっています。
「AI基本計画」は、日本が「AI後進国」からの脱却を目指し、強みである製造業や信頼性を軸に勝機を見出そうとする生存戦略を示しています。
「AI基本計画」の内容を生成AIに深堀りさせ、その内容に対する評価・評判についても調査させました。さらに、報告結果をNotebookLMでインフォグラフィック、スライド資料にさせました。

Japan’s First National Strategy, the “AI Basic Plan,” Formulated by the Japanese Government
On December 19, 2025, the Headquarters for Artificial Intelligence Strategy compiled Japan’s first-ever Basic Plan, which sets out the government’s policies for the utilization and development of AI.
Under the banner of “Revitalizing Japan through Trustworthy AI,” the plan presents comprehensive guidelines aimed at rebuilding Japan’s lagging digital competitiveness through public–private collaboration.
Key initiatives include the development of domestically produced AI foundation models backed by investments on the scale of one trillion yen, the social implementation of “physical AI” that integrates AI with robotics technologies, and the strengthening of safety evaluation institutions.
While the plan sets an ambitious goal of raising the national adoption rate of generative AI to 80%, it also highlights challenges to its effectiveness, such as the overwhelming investment gap with the United States and China and a shortage of human resources.
The “AI Basic Plan” outlines a survival strategy for Japan as it seeks to shed its image as an “AI laggard” and identify opportunities for success by leveraging its strengths in manufacturing and reliability.
The contents of the “AI Basic Plan” were further analyzed in depth using generative AI, and evaluations and public reactions to the plan were also investigated. In addition, the results of this analysis were transformed into infographics and slide materials using NotebookLM.
