Minister for Artificial Intelligence Strategy Minoru Kiuchi referred to Japan’s delay in AI development, announcing that the government would formulate a “Basic Plan for AI” within the year as a national strategy and would go on the “offensive reversal.” He expressed the goal of making Japan “the most conducive country in the world for AI development and utilization.” Discussions centered on Japan’s unique “winning path,” distinct from that of the U.S. and China. Committee members proposed strategic directions that leverage Japan’s strengths, including: Utilizing engineering data and the tacit knowledge of skilled professionals in the manufacturing industry; Promoting “physical AI,” such as robotics, which interacts with the real world; Advancing “AI for Science” in fields like materials science and biotechnology; and Expanding the content (IP) domain, including anime and manga. At the same time, the importance of governance was emphasized, with the view that “those who control governance will control innovation.” There were calls for Japan to lead international rule-making, especially in addressing copyright issues, which were identified as urgent. The creation of mechanisms for fair compensation to creators was deemed necessary. Amid Japan’s severe labor shortage, the use of AI was positioned as a “survival strategy.” Chairperson Yutaka Matsuo concluded the meeting by stating, “If we pursue the right strategy properly, Japan can absolutely compete on the global stage.
