技術者の特許に対する取り組みと知財部門との融合

パテント誌2023年12月号に掲載された『技術者の特許に対する取り組みと知財部門の融合』に関する提言を読み、大学における『選択と集中』と同様のことが企業でも起きている可能性に懸念を感じました。
『選択と集中』は、1990年代後半から2000年代初頭にかけて注目された経営戦略で、成功例よりも失敗例の方が多いとされています。この戦略はメリットとデメリットが共存し、取り扱いが難しいことで知られています。
日本の大学が弱体化した原因の一つとして、研究資金の『選択と集中』が挙げられます。特定の機関への資源集中が、研究者層の希薄化を招き、国内の学術研究の衰退につながったという見方があります。
特許出願を重要なものに絞ることは重要ですが、多くの研究者や技術者が特許出願プロセスから遠ざかっている現状には注意が必要です。発明者の層の希薄化は、最終的に企業の技術力の低下につながりかねません。多くの企業でこのような事態が発生していないことを願います。

Integration of Engineers' Approach to Patents and IP Departments
 
After reading the recommendations in the December 2023 issue of Patent magazine regarding the "integration of the engineer's approach to patents and IP departments," I became concerned about the possibility that something similar to "select and focus" in universities might be happening in companies.
The 'select and focus' strategy, which gained attention from the late 1990s through the early 2000s, is known for having more failures than successes. It is a strategy with both merits and demerits, making it challenging to manage.
One reason cited for the weakening of Japanese universities is the 'select and focus' approach to research funding. Concentrating resources on specific institutions is believed to have led to a thinning layer of researchers, contributing to the decline of academic research in Japan.
While it is important to focus patent applications on significant inventions, attention must be paid to the current situation where many researchers and engineers are becoming distant from the patent application process. The thinning layer of inventors could ultimately lead to a decline in corporate technological strength. It is hoped that this situation is not occurring in many companies.
