第19回知的財産分科会（令和6年3月12日）の議事要旨と速記録が4月12日に公表されました。
出願・審査の現状に関する主な意見、イノベーション創出のための知財エコシステムの構築に関する主な意見は、下記のとおりです。
 
１．出願・審査の現状に関する主な意見
GX技術など特定のイノベーション分野における国別の出願データを一般に提供するシステムの構築を提案。
日本の実用新案制度について、中小企業や個人発明家が利用しやすい形での改善を求める。
予見性のある審査結果と早期審査の重要性を強調し、そのための審査官の増員や能力向上を提案。
AI技術を用いた審査の質の向上と、その効果の継続的な評価を要望。
 
２．イノベーション創出のための知財エコシステムの構築に関する主な意見
無形資産の価値に関する対外的なコミュニケーション強化と、IPランドスケープ研究の成果の普及を提案。
地方企業やスタートアップへの支援強化、及び知財ノウハウの地方普及を促す。
国際標準との審査基準の調和、GXTIの活用促進、および地方創生に貢献するプロジェクトの支援継続を推奨。
特許出願非公開制度の運用に関しては、国民への適切な情報提供と問題点の分析を求める。
投資家との対話を通じた知財経営の透明性の向上と、具体的な知財活用例の公表を進めることでイノベーションの源泉となることを期待。

The summary and stenographic record of the proceedings of the 19th meeting of the Intellectual Property Subcommittee (March 12, 2024) were released on April 12.
The main opinions on the current status of applications and examinations and the main opinions on the establishment of an IP ecosystem for innovation creation are as follows

Proposed the establishment of a system to provide the public with country-by-country application data in specific innovation fields such as GX technology.
We call for improvements to Japan's utility model system to make it more accessible to small and medium-sized enterprises and individual inventors.
Emphasizes the importance of predictable examination results and early examination, and proposes increasing the number and capacity of examiners for this purpose.
Requested improvement of the quality of examination using AI technology and continuous evaluation of its effectiveness.
 
2. main comments on the establishment of an IP ecosystem for innovation creation
Proposed strengthening of external communication on the value of intangible assets and dissemination of IP landscape research results.
Strengthen support for local companies and start-ups, and encourage local dissemination of IP know-how.
Harmonization of examination standards with international standards, promotion of the use of GXTI, and continued support for projects that contribute to regional development are recommended.
With regard to the operation of the patent application closed system, we call for appropriate information to be provided to the public and analysis of problems.
Expects that the increase in transparency of IP management through dialogue with investors and the promotion of the publication of specific examples of IP utilization will serve as a source of innovation.
