2026年4月24日、生成人工知能（AI）の急速な普及で生じる声の無断利用への法的対応を協議する法務省の有識者検討会である「肖像、声等の無断利用による民事責任の在り方に関する検討会」の第１回が開催されました。
報道によると、声もパブリシティー権などで保護されるべき「肖像」に含まれるとの認識で一致したということで、検討会では権利侵害に当たる事例を整理し、7月をめどに指針をまとめる予定。検討会は学者や弁護士計8人で構成され、東大大学院の田村善之教授が座長を務めています。

Study Group on Civil Liability for Unauthorized Use of Likeness, Voice, and Related Attributes
On April 24, 2026, the first meeting of the Ministry of Justice’s expert study group titled “Study Group on the Appropriate Framework for Civil Liability for Unauthorized Use of Likeness, Voice, and Related Attributes” was convened to examine legal responses to the unauthorized use of voices arising from the rapid spread of generative artificial intelligence (AI).
According to media reports, the participants reached a consensus that voices should be regarded as part of “likeness” and thus be protected under rights such as the right of publicity. The group consists of eight members, including academics and attorneys, and is chaired by Professor Yoshiyuki Tamura of the Graduate Schools for Law and Politics at the The University of Tokyo.
