発明を発掘するのではなく発明を開発する

特許研究 第79号（2025年3月発刊）が、独立行政法人工業所有権情報・研修館（INPIT）のホームページで、４月１日に公開されました。
巻頭⾔『“特許開発”と“特許活用”―知的創造サイクルを再考する―』（NPO法人産学連携推進機構 妹尾堅一郎 理事長）では、従来の「発明発掘」という考え方にダメ出し、新たに「発明開発」という概念が提唱されています。
また、従来の「特許（知財）を参入障壁として活用する」という考え方に加えて、「参入促進やビジネスモデルを支える重要なエネイブラーとして活用する」ことの重要性を強調しています。さらに、従来の「技術起点モデル」だけでなく、「事業起点モデル」を提唱し、ビジネスモデルやイノベーションを中心とした知財活用の新しいあり方を提案しています。
伝統的な知財活動からの脱皮を目指す方々の参考になる「巻頭言」です。

Developing Inventions Instead of Discovering Them
 
Patent Studies No.79 (March 2025 issue) was released on April 1st on the website of the National Center for Industrial Property Information and Training (INPIT).
In the opening article titled “Patent Development” and “Patent Utilization” — Rethinking the Intellectual Creation Cycle-- authored by Ken-ichiro SENOH, Chairman of the Industry-Academia Collaboration Initiative NPO, the traditional idea of "discovering inventions" is criticized, and instead, a new concept of "developing inventions" is proposed.
Moreover, the article emphasizes the importance of utilizing patents (intellectual property) not merely as entry barriers but as significant enablers that facilitate market entry and support business models. Furthermore, it advocates shifting away from the conventional "technology-driven model" towards a "business-driven model," proposing a new way of utilizing intellectual property centered on business models and innovation.
