知的財産推進計画２０２５の特徴は、『IPトランスフォーメーション』で、我が国の知的資本（技術⼒、コンテンツ⼒、国家ブランド⼒等）を最⼤限活⽤し、グローバル知的資本を誘因・集積。知的資本を活⽤し国内外の社会課題の解決を図る「新たな知的創造サイクル」の構築を⽬指すというものです。
そして、KPIを設け、「2035年までに、WIPO の「グローバルイノベーション指数」の上位４位以内を⽬指す。」「⽇本市場（⽇経225）における時価総額に占める無形資産の割合を、2035年までに、50％以上に⾼める。」などの数値目標を設定しています。
「AIと知的財産権」におけるKPIには、「⽇本企業のAIの利活⽤率を概ね100％まで⾼める。」「 AI利⽤発明の明確化を進め、AI利⽤による研究開発を促進する（AI分野の研究費増加）。」が定められています。

Intellectual Property Promotion Plan 2025: IP Transformation
