知的財産推進計画2025に向けた第3回構想委員会の検討

知的財産戦略本部の構想委員会で、「知的財産推進計画2025」に向けた検討が進んでいます。
第３回構想委員会（令和７年２月14日）は、下記の内容で行われました。

時間の関係で、すべては傍聴できませんでしたが、意見交換の最初の発言だった株式会社ユーグレナ 代表取締役社長の出雲 充 氏の発言が印象的でした。
正確性には欠けますが、私の理解では、「日本が人口減少とイノベーション人材の減少という逆風に直面している中で、日本社会全体の生産性向上という最重要課題を、ゲームチェンジャーとなる可能性が高いAIで実現するために、世界中からAI産業を日本に誘致できるような信頼できるデータ流通とイノベーション促進をその両立させるAI政策を立案し発信すべきである」というような内容だったと思います。
AI Samuraiがこういう場で紹介されたのも良かったと思います。

Discussion on the 3rd Conceptual Committee Meeting for the "Intellectual Property Promotion Plan 2025"
 
The Conceptual Committee of the Intellectual Property Strategy Headquarters is advancing discussions toward the Intellectual Property Promotion Plan 2025.
The 3rd Conceptual Committee Meeting (February 14, 2025) was held with the following agenda:
(1) Discussion on the Intellectual Property Promotion Plan 2025

• Secretariat: IP Transformation (2)
• Secretariat: Summary of Public Comments on the Intellectual Property Promotion Plan 2025
  • Japan Newspaper Publishers & Editors Association
  • AILAS (Japan Voice Data Authentication Service Organization)
  • AI Samurai

(2) Exchange of Opinions
Five reference materials were made available for the meeting:

• Material 1: IP Transformation (2)
• Material 2: Summary of Public Comments on the Intellectual Property Promotion Plan 2025
• Material 3: Submitted Documents from the Japan Newspaper Publishers & Editors Association
• Material 4: Submitted Documents from AILAS (Japan Voice Data Authentication Service Organization)
• Material 5: Submitted Documents from AI Samurai

Due to time constraints, I was unable to attend the entire meeting. However, I found the opening remarks by Mr. Mitsuru Izumo, President & CEO of Euglena Co., Ltd., particularly striking.
Although my understanding may not be entirely precise, he seemed to emphasize the following points:
"As Japan faces the headwinds of population decline and a shortage of innovation talent, the most critical challenge is enhancing the overall productivity of Japanese society. To achieve this, Japan should formulate and communicate AI policies that enable both the reliable distribution of data and the promotion of innovation, allowing Japan to attract the global AI industry as a potential game-changer."
It was also noteworthy that AI Samurai was introduced in this setting.
