第12回AI戦略会議＆第6回AI制度研究会

12月26日、石破茂首相が出席した「AI戦略会議」と「AI制度研究会」の合同会議が行われ、AIのイノベーション促進とリスク対応の両立を目指す「中間取りまとめ案」が決定されました。
会議では、AIに関する法整備の必要性が強調されました。特に、以下の点が挙げられました。
政府の司令塔機能の強化: 全閣僚からなる「AI戦略本部」を設置し、AI政策を一元的に統括することが決定されました。これにより、研究開発や活用促進に向けた戦略の整備が図られます。
事業者への協力要請: AIの安全性に関する調査や情報提供への協力を事業者に求める法整備が必要であるとされ、特に悪用リスクへの対応が重要視されました。
新法案の提出: 石破首相は、AIに関する関連法案を早期に国会に提出するよう指示しました。これにより、AIの急速な進展に伴うリスクに対処するための法的枠組みを整備することが目指されています。
中間取りまとめ案の内容
中間取りまとめ案では、以下の基本的な考え方が示されました。
イノベーションとリスク対応の両立: AIの技術革新を促進しつつ、同時にそのリスクに対処するための施策を推進することが求められています。
国際協調の推進: AIに関する国際的な協力を強化し、国内外の事業者との連携を図ることが重要視されています。
偽情報対策: AIを利用した偽情報の拡散に対する技術開発や基準の策定も支援する方針が示されました。
日本のAI政策における重要な転換点となる可能性があり、今後の法整備や政策の進展に注目です。

12th AI Strategy Meeting & 6th AI Regulatory Framework Study Group
On December 26, a joint meeting of the "AI Strategy Meeting" and the "AI Regulatory Framework Study Group" was held, attended by Prime Minister Shigeru Ishiba. During the meeting, an "Interim Summary Proposal" was adopted, aiming to balance the promotion of AI innovation with addressing associated risks.
The necessity of establishing legal frameworks related to AI was emphasized, with particular focus on the following points:

1. Strengthening the Government's Command Functions:
   It was decided to establish an "AI Strategy Headquarters," comprising all cabinet ministers, to centrally coordinate AI policies. This aims to develop strategies for promoting research, development, and utilization.
2. Requests for Cooperation from Businesses:
   Legal frameworks requiring businesses to cooperate in providing information and conducting safety investigations related to AI were deemed necessary, with particular emphasis on addressing misuse risks.
3. Submission of New Legislation:
   Prime Minister Ishiba instructed the early submission of AI-related bills to the National Diet. This aims to establish a legal framework to address risks arising from AI's rapid advancement.

Key Points of the Interim Summary Proposal
The interim summary proposal outlined the following basic principles:

• Balancing Innovation and Risk Management:
  Policies should promote AI technological innovation while simultaneously addressing associated risks.
• Promoting International Cooperation:
  Strengthening international collaboration on AI and fostering partnerships with domestic and international businesses were highlighted as priorities.
• Combating Disinformation:
  Support for technological developments and the establishment of standards to counter the spread of disinformation through AI was also emphasized.

This development marks a potentially significant turning point in Japan's AI policies. Future legal frameworks and policy progress will be closely monitored.
